She is..but she really isn't helping people, as she's already killed one Nesir, tried to kill Kidou, and has screwed herself over royally by trying to kill Ganondork.

Because they were making messes. The costume also puts Tohko in twisted maid-mind. She has to clean up any messes she finds, and if people start making messes, even tiny ones, she will try to kill them. ><;
