Yeah, five and a half years ago. A virus escaped an Umbrella facility and infected the populace of the city above it. A lot of people died but nobody stayed dead. Lakes and rivers have dried up, animals are scarce and those that are left are infected as well because of the virus or feeding on infected flesh.

It's hell on earth.
