To get you started, here are a few optional prompts for you to use if you so wish:
1. [Setting: Floor Twenty-Eight] There are musical instruments all around this floor, with a grand organ taking the center stage. It could be a good place to pick up a new skill or two! But wait... what's that? You hear music playing? Well, maybe there's someone already on the floor. Or maybe not... sometimes the instruments play themselves, after all.
2. [Setting: Floor Forty-Five] The walls on this floor are made of glass, which would be nice if there were anything to see. Sadly, there's not much, as the clouds are so thick at this height that you really can't make out if there's anything out there, anything below you, or anything above you. If you hear a skittering sound, that's just the faceless humanoid creatures crawling around on the outside windows. Don't worry, they can't get in... but they will skitter around to watch your every move.
3. [Setting: Floor Eighty-Eight] There's a bar here, and you better hope there's not any alcohol. Most of the time there isn't no matter how hard you look - but sometimes there is, and more often than not even a little bit of it will make you violently sick from alcohol poisoning. But if you're really lucky, you'll just get drunk. There's a pool table in the center of this always-smoky floor, so even if you can't drink you can still act all adult and sophisticated.
4. [Setting: Floor Twenty-Two] Are you a cultured person? Then this is the floor for you. It seems to be an art gallery, and there are paintings from many different worlds on display here - maybe even one or two from yours! But don't get lost, because if you do, you may not like what you see. Paintings of the worst atrocities known to mankind have been known to be on display around here, and if you're really unlucky, you'll stumble across an entire section filled with paintings of the things you fear most.
5. [Setting: Floor Ninety-Four] This is a darkroom, and it's okay if you don't own a camera, because there are a few old-fashioned ones you can borrow to take pictures. Maybe this is a good time to pick one up and try your hand at photography. Or maybe you've turned off the lights, but if that's so, don't look too closely at the shadows. They'll sometimes become humanoid figures that will follow you around, and if you look directly at them they'll possess you, crawling into your throat - you won't be able to leave the floor, and you'll try to kill anyone who enters, but this will only last until you are killed or the lights are turned on.
6. [Setting: Floor Three] A bookworm will feel right at home here, among the towering shelves filled with books of all kinds. You won't find anything about the history of the Tower, though, and you certainly won't find anything about the world you or anyone else here came from, but if you're looking for a tale to read or something to study up on, you're in the right place.
7. [Setting: Anywhere] Uh-oh. That's a monster, or maybe more than one of them. You might be equipped to handle it or you might not. But the question is, what do you do? Do you face it head on... or do you flee? Or maybe the monster has already spotted you, and you're in need of a rescue. That's alright. It happens quite often here.

[It's hardnot to get distracted by the paintings. Especially when she finds quite a few from Hillys. One of her friends at the Akuda Bar (IRIS members) and one of the kids at the Lighthouse. One of Pey'j working on the hovercraft and-
Jade stumbles back away from the wall, heart beating in her throat at the sight of the last one. The High Priest of the DomZ, the one who had tried to tear Shauni out of her when she and Shauni were one and the same now. Shauni couldn't be his source of power any more. Even if he was telling the truth, that Pey'j and her parents had turned her human, turned her into Jade, she liked being herself.]
Floor 88
[Well, it's not the Akuda Bar and pool isn't the pallet game she played with Francis but it will do. Anyone care to join her?]
Anywhere - A
[Jade's the type to explore everywhere she can. It's part of the reason that she was hired as a photographer or an investigative reporter so often. It paid the bills and kept the kids fed. That was all that mattered to her.]

[Fighting. There's fighting happening. Someone might think she needs help, being armed only with her dai-jo, a combat stick. Except it's glowing green. And so are her eyes.]

The man moves his hand and another chair lifts up and is added onto the pile. It just lifts up by itself.

Caster/Gilles de Rais | Fate/Zero
[Of course you hear music playing. It's Gilles, dressed in his voluminous robes, standing at the pipe organ. The pipe organ, which he has no idea how to play, as is evident from the assortment of sounds he coaxes out of it. If anyone needed further proof that Gilles de Rais is a sadist, well--here it is.]
floor 45:
[Gilles hardly notices the glass walls and the skittering creatures. Skittering creatures are old news to Gilles. He has other things to think about.
If there's one thing he can't understand, it's why he has his armor. It's the very same that he wore during the war. Black and dull, it makes the huge man look even larger (not that his robes don't do the same). He stares down at his armored hands, frowning.
He remembers that bright light, washing over him, but now that he has come to this new Hell, he is not sure what to think. His thoughts are erratic, unreliable, but he tries. So for the moment, Gilles looks relatively subdued: a tall, dark, and gloomy knight casting a reflection in the glass.]
floor 22:
[Cultured? Of course Gilles is cultured. Not only is he a nobleman, but he's a great artist, if not a conventional one. Not to mention a playwright. But these paintings are... like nothing he's ever seen before. They're so violent and brutal. The forms are twisted, distorted, violated. They look broken and torn, and the colors are so lurid, so strange, unlike anything he's ever seen before. It's so ugly, so uneven, so crude.]
So... beautiful.
[Gilles' eyes grow even wider than usual, his mouth contorts like one of the figures in the paintings, and tears begin to stream down his face. This is the face of a fifteenth century man seeing modern art for the first time.]

Gilles has an audience today. A familiar audience. It wasn't that Jeanne had been tailing him, not exactly. But she had always kept him within range of her senses, and now, unoccupied, she had found herself drifting to his location.
Call it worry. Call it her sense of duty as an administrator to keep a rogue Servant in line. Whatever her feelings about seeing him again were, they did not seem to want to allow her to leave him alone for too long.]

[To depict figures close to God (Glorified and Exalted be He) as icons, idols more suited for pagan worship, is blasphemy. Then again, it seems there is no heresy this place will not commit.]
[As she walks, she senses the presence of another Servant. Her current task forgotten, she rushes to check on the presence.]
[She finds him in another section of the gallery. This one filled with non-blasphemous art for once. He does not seem violent, so she does not attack him yet. Instead, she takes a second to glance at the same picture.]

Ryuunosuke does a double take. The armor may be new to him, but he'd never miss the face. He's seen that face with more expressions of delight than melancholy, and his unusually quiet state makes him ask for confirmation.]

Floor 28
Lorelei had his favorite floors. Floor 28 happened to be one of them, primarily because it was stuffed with oodles of instruments that tended to play themselves. Which means at the horrible cacophony Giles is beating out of that poor organ is assumed to simply be part of it.
Sound is sound, and this particular Aggregate is not picky.
Eventually, Giles has an audience of one average sized red haired man, several paces away, listening with interest. The horrible noise of untrained person mashing an organ doesn't seem to phase him at all.
He doesn't say a word. He just stands there and observes. And listens. Anything indeed is better than silence.]

Lancelot is armored himself, though without his helm at the moment. He had been in the course of merely passing through on his way to seek out the Blood of more fell beasts and Monsters with which to slake his sword. Though Arondight is invisible to the eye at the moment, he is conscious of Her weight at his side.
This Room is an Ill place for any meeting. When he speaks, his voice falls like a stone through the air.]

[It was true he'd never seen Caster directly, strictly speaking. But the sensation of foreboding and that deeply unsettling presence that hung in the air could only ever have been linked back to that blood-soaked workshop. Scowling, Waver almost instantly assumed a defensive stance.]

Abax City!Korra | Legend of Korra (01x12 pre-Southern Water Tribe visit)
Floor 66
The frozen tundra was nothing like this, only in the worst of storms would the cold bite at you this hard. But Korra stands at the edge of it, staring across the endless expanse in front of her.
She wouldn't dare swim but the caves might call for exploring. Not without a companion though and with Naga no longer at her side the Avatar feels disinclined to go.
Wistfully she stares from her spot on the staircase, sitting on one of the landings.
"Wonder if they'd let me build a house here..." Kicking her feet Korra stares some more at the white land, dismissing the idea. It was far too cold and she knew next to nothing about building a house.
Floor 54
What she encounters as she first walks onto this floor jerks Korra to a stop. A stop and reaching for a weapon that isn't there, not removing her eyes from any of the dolls that she can see.
"It's alright, Korra. They're just dolls. They're not...the flesh eating mannequins. And they certainly don't...look like they put themselves back together."
Despite trying to reassure herself Korra feels anything but. Even if she never had to fight the mannequins herself, she had seen them and what they could do. They were terrifying.
These puppets and dolls equally so.
She starts to walk side-ways down the stairs to the floor below her. This room would always give her the creeps and make her on edge.
Floor 39
Here she sits. Trying to meditate yet again. But it seems that Korra can only sit still for so long before she has to do something.
A fidget.
A scratch.
A yawn.
A glare at the fly that decided to land on her nose.
After ten minutes of trying to settle and meditate properly she lets out a noise of frustration, pushing herself up.
"Stupid meditation! Stupid Tenzin! Stupid airbending!" She heads over to one of the poor sandbags and throws a few punches at it before resting her head against it. "It's even harder to do on my own..."
She just had too much energy for her own good. Groaning loudly she turns and heads toward the track. "Maybe I can burn all this energy off..."

You're going to be able to find him anywhere. Because he's attempting to use the power of darkness to get the heck out of this, here, Tower. Naturally, this is, well, going to be a failed attempt. He doesn't look, at all, panicked. Just... kind of angry.
At some point, he'll say screw it, and resort to folding his arms across his chest. Leaning against the wall and staring at the floor, he'll be standing there, in a hallway.
Are you sure you want to say hi to him? He really looks frustrated to be here. Of course, how could this place not drudge up memories of that feeling, right?]

[It isn't that he's the type to explore, it's just that he's kind of lost. Roxas has woken up in this strange place, with no one he knows around and he's not sure what to make of it just yet.
He wanders the halls aimlessly, pondering if this is really what Namine intended when she told him to join up with Sora again.]

Like with Axel, she freezes, only this time she doesn't call out his name, doesn't do anything except stop and stare.
It shouldn't be hard to see, given the relative narrowness of the hallway. And whether he recognizes her or not, the coat she's wearing should be especially so.]

[Hachiken is impressed with the books lining the towering shelves. He just happens to stumble upon the library and his eyes are wide with surprise. He doesn't need to study anything right now, and how weird is that by the way, but he's a bit at a loss of what to do.]
Assassin | Fate/Strange Fake | AU
[Assassin stands in what seems to a sunshine filled meadow. Yet another impossibility that she has seen in this Tower of Babel. The only thing that keeps her from tearing this heresy down, floor by floor, and eradicating the ones responsible is the knowledge, through her spirit link, that Claudia is here. She has to find the woman she swore to protect and ensure her safety.]
[Silently, she glides among the flowers, looking for any sign of Claudia.]

[Assassin drifts in this floor, the elongated, red cursed arm of the delusional heartbeat extended out from underneath her cloak. It reaches up toward the paintings depicting Saints and angels, and claws out their faces.]
[Blasphemy. Yet another blasphemy committed by this place in daring to depict God (Glorified and Exalted be He) and his servants like pagans would depict their angels.]

[For some reason, standing in the middle of the desert comforts her. If only because it is a familiar landscape. It feels like if she strains her ears, she will hear the voices of her fellows calling her to train or to pray.]

Mephistopheles | Animamundi: Dark Alchemist | am I even apping him here I don't know
[From his... urgh... kindly new roommates, Mephistopheles has learned two things: that he must eat at the cafeteria on the first floor, and that there are a hundred floors in between that and where he is.
Mephistopheles is not one to walk a hundred flights of stairs when he is not required to. Thus, he uses this elevator device.
While he is quite curious about how it works, and will examine all parts of it while inside, he'll pointedly ignore any other people inside. Unless they speak to the winged man with the horns and the fancy clothing first, in which case it will only be polite to answer.]
[Floor 22]
[For most people, or at least most Earth humans, portraits of angels and scenes of Heaven are typical art gallery fare. Mephistopheles, however, is a devil trapped in a tower away from his master, and every single one of these angels seems to laugh at him.
What a pitiful demon, they say. A truly unworthy servant!
Mephistopheles growls low in his throat and sets one of the angels' portraits on fire.]

[This part of the tower opens to the outside. Obviously they did not account for trapping someone with wings.
...Someone might want to tell Mephistopheles that flying away from this floor is a bad idea, before he has his first tower death.]

Mikuru Nazume | Zero In
[Mikuru can't stand the fact that she's been trapped somewhere against her will. What she can't stand even more is the fact that there are other people trapped there as well. Trapped and unable to leave and being subjected to the whims of the 'administrators' in the tower.
But she can't do anything just yet. Not without getting more information. She figures the cafeteria is the best place to do it- she can look confused and unassuming in her school uniform long enough to get her bearings.
Then she can try and do something about their captors.]
[Floor 39]
Mikuru is no slouch when it comes to her training. People may be surprised to find the sweet-looking girl from the cafeteria doing push-ups with weights stacked on her back, or running through forms with surprising speed and viciousness. She's surprisingly cheery even despite that though, and talking to her won't make her stop- she'll just talk to you while she works out.
Careful about challenging her to a fight though. She may be small and sweet-looking, but she has a bare-handed punch that can dent armored trucks.]
[Anywhere 1]
[It's obvious this girl is a new arrival to the tower. She's looking at everything she comes across with the kind of interest only those who haven't learned to be wary possess.
She looks more or less harmless and approachable, and she is. But she's also looking for information.]
[Anywhere 2]
[Later in the day, close to nightfall, the schoolgirl from earlier has changed. In her place is one of Minkei's top operatives, the woman who would render those who do evil 'powerless'. Her demeanor is no less friendly at the outset, of course- but should trouble happen or anything dangerous come along, then she has two guns and a whole lot of bullets for that 'trouble' to deal with.]

[Kokonoe's search of the library had been a brief and rather unfruitful one, resulting only in a few basic scientific texts and a single book of folklore from a country she had never heard of.
It had not taken her long to become annoyed with the sheer elementary nature of the texts she had claimed for her own and instead reasons that, with nothing better to do, a short nap seemed like a fine course of action.
Piling the books she had gathered upon the ground, she rests her head against the back of the comfy chair she was sitting in and slowly began to doze off, uttering a sort of half meow, half snore as she did.]
[Anywhere else]
[Kokonoe could be found throughout the tower surrounded by a general aura of unpleasantness and mumbling to herself about the various things wrong with the tower, and various threats against the structure's admins.
Absorbed in her own misery, it is unlikely she would notice anyone who happens to approach her or get in her way.]

Death was currently enjoying himself in the art gallery. Admiring one particular painting showing the Black Death ravaging Europe. Naturally he was at the forefront of the painting, ah what happy times those had been. Well he wouldn't really say happy, more like busy. Still such periods in human history allowed him to express his powers to some extent. Now, what other paintings of death and despair could he admire?

So Death wasnt entirely certain as to what he should make of this dead, or dying world. Just that the residents must have some measure of great power if they were capable of summoning him. Or perhaps the end for this world was near, and he had simly been called forth to help bring about its final hours? Either way everything here was way out of balance, he would have to fix that. But for now, it was time to explore the halls and rooms as they revealed themselves to him.

[Following the sound of the music, Elluka enters to this room filled with strange instruments. They are completely different of what she's seen in Divine Levianta. In fact, they seem more burden and old.
Passing her fingers in the keys of a keyboard, she unconsciously starts singing a soft tune]

[Elluka is reflecting in what she knows about this place. First of all, in the possibility that her world is really gone. This only means one thing...]
